The problem was reported via UE Bug Submission. I was able to repro with their provided test project.


Steps to Reproduce
  1. Download Attached Test Project
    1. Alternatively, create a blank bp project
    2. Create Actor blueprint with InstancedStaticMesh component (i.e. a cube instance inside)
    3. Open BP and Set "SetActorEnableCollision" to false on BeginPlay
  2. Play in Editor
  3. Attempt to fly through BP_Actor Cube

Result: BP_Actor cube has collision

Expected: BP_Actor cube does not have collision
