Android virtual keyboard does appear for the 4-finger tap console command edit box

Steps to Reproduce
  1. Launch any a non-shipping Android build on device
  2. Press 4 fingers on the screen
  3. Click in the edit box and note the cursors appear but the virtual keyboard does not.
