Android Vulkan SM5 crash at startup

1. Check on the Support Vulkan Desktop[Experimental] in the ProjectSettings
2. Package and launch it on a device that vulkan is available.
3. It would crash and the log is
   "LogVulkanRHI: Error: Result failed, VkResult=-1000072003
   at D:/Perforce/UE4/Release-4.27/Engine/Source/Runtime/VulkanRHI/Private/VulkanMemory.cpp:3853
   with error VK_ERROR_INVALID_EXTERNAL_HANDLE_KHR"
