Steps to Reproduce

A licensee reported that the MipLevel sample mode doesn't work as expected with adaptive rvt.
Here is a sample project for reproducing.
1. open the project

2. open the "RVT_Landscape_Test" in "z_Test/Landscape" folder.

3.  change the "Size of the virtual texture in tiles" to 11 or 12,  the "RVT_Sample Normal_FixedNormal" actor should be black(sample the RVT), but it is red(sampled the SVT).
