Steps to Reproduce
  1. Create Elemental Demo project for UE 4.24 (Found in the Samples or on the Marketplace tab on the EGL)
  2. Open a copy of the project in latest version of the engine.
  3. Select Build Texture Streaming from the Build toolbar in the top-left.

Results: Builds to around ~40% before the editor crashes due to the Assertion.
Expected: Successfully builds the texture streaming data and is able to play the demo.
