Playing as Client in the Advanced Vehicle Project reduces maximum speed to 30-40mph and doesn't exceed 3rd gear.

1. Create a New Advanced Vehicle Project in Preview 1
2. Select the "Play Mode and Play Settings" button(3 dots next to play)
3. Change Net Mode to 'Play as Client'
4. Play in Editor 
5. Drive around

Expected Results:
Speed exceeds 40mph; Gears shift up beyond 3rd gear.

Actual Results:
Speed it capped at 40mph gear never exceeds 3rd gear.
