Steps to Reproduce
  1. Add 3 static mesh cubes to the level
  2. Rotate each of them so they have some local offset to their rotations from the world
  3. Select them all
  4. Group them using ctrl G or right click and select Group Actors
  5. Change the translate gizmo coordinate system to local

The gizmo should have some rotation to it
