Editor crash after unload a data layer

1. Create a new "OpenWorld" level and save it.
2. Create a Data Layer asset in editor, save it.
3. Open the Data Layers outliner, right click and create a data layer with the data layer asset.
4. Drag the Landscape in the scene outliner to the new Data Layer.
5. Unload the Data Layer by uncheck the check box of the Data Layer.
6. A dialog popped up and click the save button.

Editor will crash.

I am not able to find world outliner how to enable it?
