It seems we are trying to factor for the other transform track, but it will not be applied due to the biases.

Steps to Reproduce
  1. Create a sequence with a shot
  2. In the shot add two sub sequences
  3. Add an object to both sub sequences
  4. Set one subsequence's hierarchical bias to 1
  5. Go to the sequence with the bias of 1
  6. add a transform track to the object in the sequence, but to not key anything
  7. manipulate the object so the transform default changes
  8. go to the sub sequence with the higher bias
  9. add a transform track to the object, again do not key anything
  10. Manipulate the object in the level viewport
  11. Scrub the sequence


The transform of the object will change.
