WorldPartitionFoliageBuilder commandlet can incorporate foliage instances into the correct IFA. But it removes the connection information between base meshes and the foliage instances.

Steps to Reproduce
  1. Create a new level using the Open World template.
  2. Place a static mesh on the floor.
  3. Enter the foliage mode
  4. Set the type of foliage
  5. Place the foliage on the static mesh using the paint tool
  6. Exit Foliage mode
  7. Select a static mesh
  8. Move the static mesh across the InstanceFoliageActor grid boundary
  9. Select the foliage instances on the static mesh

The foliage instance does not participate in the correct IFA.
You cannot select the instances with the lasso tool or delete them with the erase tool.
