This is a regression tested in //UE4/Release-4.27 CL18319896

Changing a Mesh's Build Scale doesn't update the Mesh's Bounding to the same scale.

Steps to Reproduce
  1. Create or open any project
  2. Open the Mesh Editor for any mesh
  3. Select Show > Bounds
  4. In the Details panel under Build Settings set the Build Scale values to something greater than 1.0 like 2.0, 2.0, 2.0
  5. Select Apply Changes
  6. Observe the Mesh Editor's Viewport

Expected Result:
The Mesh is scaled up to the new values and the Bounding is scaled up as well.

Actual Results:
The Mesh is scale dup but the bounding remains the same.
