Possibly a regression, but I could reproduce this issue as far as 5.2, so unsure when it started.

The issue seems to be that the cloth painting tool lock the camera movements during painting, but doesn't unlock them when not painting anymore, causing the skeletal mesh editor to be in locked mode for ever, or at least until the cloth painting tool is ran again and the camera is moved from inside it.

Steps to Reproduce
  1. Open a skeletal mesh with clothing in the skeletal mesh editor (e.g. QA_Assets\Cloth\CLOTH_SimpleCloth.uasset).
  2. Enter the paint mode by clicking on the Activate Cloth Paint toolbar icon.
  3. In the Clothing window, select the clothing data and the first mask.
  4. Click on area of the mesh that can be paintable.
  5. Leave the paint mode by clicking on the Deactivate Cloth Paint toolbar icon.
  6. Try moving the camera around by clicking and dragging the mouse in the skeletal mesh editor viewport.

Observed result: The camera doesn't respond to mouse inputs anymore.

Expected result: The camera responds to mouse inputs.
