Changing Game Icon does not properly alter icon on Windows taskbar in packaged project

Changing the Game Icon in Windows Packaged projects does not display the new icon on Windows taskbar.

1. Open editor (any project)
2. Open Edit>Project Settings>Platforms>Windows
3. Change Game Icon to any 256x256 .ico file
4. Package project for Win64 by going to file>Package Project>Windows>Win64
5. Open .exe at saved filepath once packaging is complete

Results:

Icon on windows taskbar is set to UE logo

Expected:

Icon is set to new .ico image

Can't change title bar icon Windows 4.9.1
