Local fog volumes have a substantial offset when placed at a far distance from world origin and is then rotated. This was not the case in 5.3 when tested under the same conditions, so this is likely a regression.
Possibly related to MaximumAxisScale changes in CL 28313462.
1. Add a LocalFogVolume to a level.
2. Set the position of the Fog volume to (0.0, 0.0, 5000000.0)
3. Rotate the fog volume and observe that the position becomes offset from the gizmo.
