OFPA: Cooking fails with nested actors

1. create 3 actor blueprints, parent, child and grand child.
2. Open Parent actor bp, and drag the child into the components list.
3. open the child actor bp and drag the grand child into the components list.
4. create a blank level, enable "Use External Actors"
5. place Parent actor into the world and start the cooking process.

I am not able to find world outliner how to enable it?
