The editor setting for automatically start consuming input can be set to enabled as a boolean, but whenever the editor restarts this value is reset to false.
Steps to Reproduce:
1. Create any empty project in UE5.4
2. Enable "Automatically Start Consuming Input" under "Enhanced Input Editor Settings" in "Editor Preferences"
3. Restart Editor
4. "Automatically Start Consuming Input" is set back to false
