A Redistribute file for VS 2015 is needed to build lightmass, but this is not currently included with the engine. If a user does not have VS 2015 installed, lightmass will fail with this error:
UnrealLightmass.exe - system error
The program can't start because VCRUNTIME140.dll is missing from your computer. Try reinstalling the program to fix this problem.
The Redist files needed can be found at the following link, but they should be included with the engine by default:

1. Open Editor on pc without VS 2015 (any project)
2. Press "Build"
Results:
Build fails with following error
"UnrealLightmass.exe - system error

Expected:
Build succeeds, no .dll error occurs.
