The Toggle Comment Bubble button for Reroute nodes does not revert the comment bubble to constant visibility if the bubble is set to only appear when the node is hovered over.
This does not occur with other node types, only with Reroute nodes that we've seen.
Reproduced in 4.9.2 binary, 4.10.0 binary, and Main (CL# 2775142). Note that in 4.11 currently, the comment bubble is already set to only appear while the node is hovered over when the comment is added.
1. Open any project
2. Open any blueprint
3. Add a Reroute node
4. Right click the node
5. Add a comment
6. Hover over the comment
7. Click the Toggle Comment Bubble button on the comment
8. Note the comment bubble vanishes when not hovering over the node, as expected
9. Click the Toggle Comment Bubble button again
Result:
The comment bubble continues to vanish while the node is not hovered over, rather than switching back to its previous behavior
Expected:
The comment bubble toggles back to remaining visible when not hovered over
