You have to put a Play node in your level blueprint (or connected to a UMG button to trigger). Movies do not autoplay.
UPDATE: 12/23/2015
This appears to be occurring on packaged projects for Win64 as well.

This was discovered using a Samsung Galaxy Note 10.1 Tablet.
1. Open the editor
2. Create a Media Player
3. Add a video to the media player
4. Create a Media Texture
5. In the media texture, set the Media Player to the one you just created
6. Place a Static Mesh in the level, and give it the Media Texture
7. Go into the media player and press play
8. Launch the game to an Android device
Result: The media texture will show up black instead of displaying the video that you've set.
Expected: The video that was set would display without an issue.
