Animation Notifies only appear if you open an animation blueprint before you open a Actor blueprint

Not a regression occurs on 4.16

1. Open the editor and start a new ThirdPerson Project
2. Open one of the animations e.g. ThirdPersonJump and add a new notify
3. Open the AnimationBP to the event graph and right click, note that you can add an animation notify event
4. Save the animation and restart the editor
5. Open an Actor BP after opening the editor e.g. ThirdPersonCharacter and right click the event graph notice
6. Close the Actor BP and open the Third PErsonAnimBP
7. Switch to the event graph and right click
   Result
   User cannot add a notify event.

1. Reopen the third person Jump animation
2. Add a new notify to the track next to the old one
3. Switch back to the Animation blueprint and right click the graph
4. Both Animation Notify events reappear
