Resizing an Editor window on a Mac by dragging the edge of the window results in the edge being dragged bouncing back and forth as it is adjusted

When dragging the edge of an Editor window to resize the window on a Mac, the edge that is being dragged will bounce back and forth as the mouse moves to resize it. This was less noticeable in 4.17, but very pronounced in 4.18.

1. Open a project in the Editor.
2. Attempt to resize the Editor window, either vertically or horizontally.

RESULT:
The edge of the window that is being adjusted will bounce back and forth as the mouse is moved to resize the window.

EXPECTED:
The edge of the window that is being adjusted smoothly moves with the mouse as the window is resized.
