Physics Handle - Angular Damping option has an incorrect tooltip

there is a wrong tooltip for Angular Damping option in the details panel for the Physics Handle, the tooltip describes it as Angular Stiffness. This issue is not a regression

4.15.3 - CL: 3450819 - issue occurs
4.16.3 - CL: 3561208 - issue occurs
4.17.1 - CL: 3586342 - issue occurs

1. Create a new project (No template or starter content needed)
2. Add a mesh to the scene
3. In the details panel > add a new component of type Physics Handle
4. In the new details panel that appears Hover over Angular Damping
   Result: The setting displays the wrong tooltip for Angular Damping, the tooltip describes it as Angular Stiffness.
   Expected result: Tooltip is described as Angular Damping
