Renaming or moving Assets with a captured thumbnail removes the thumbnail

Renaming or moving Assets with a captured thumbnail removes the thumbnail when it should preserve the captured thumbnail. This issue does not appear to be a regression.

1. Create a new project (no template or starter content needed)
2. Create a new Actor class blueprint > Name it Test_BP > Add Open Test_BP
3. Add a point light component and make it the root of the blueprint
4. Compile, Save and Close Test_BP
5. Add Test_BP to the level
6. In the Content Browser Rigfht click Test_BP{ and under Asset Actions select the capture thumbnail option
7. Either rename Test_BP or Move Test_BP into a new folder
   Result: The thumbnail created is removed
   Expected Result: The thumbnail is not removed
