1. In Editor Preferences < under Experimental < Clothing Tools is enabled
  2. Owen was migrated over and the original clothing asset was deleted and a new one created to test the issue
  3. Only the ties on his coat were painted
  4. Due to updates and changes with the clothing tool this can not be reproduced in 4.16

Steps to Reproduce
  1. Open attached project
  2. Open Skeletal Mesh Owen
  3. Turn on Section Selection
  4. Open Window < ClothPaint
  5. Select Owen_Coat_0
  6. See the settings at the bottom of the list labeled Tether Stiffness and Tether Limit
  7. Randomly change these values to extremes and see that no matter the value there is no effect on the clothing asset

Expected: The clothing changes accordingly to the parameters that are being set.
Result: The way in which the clothing responds does not reflect that the parameters have been altered. (Nothing happens)
