Description

Some changes were made to the Levels window for 4.17 which allowed sublevels to be organized into folders. It appears a side effect of this change was that levels can no longer be manually reorganized.

Steps to Reproduce
  1. Create a map with 2 or more sublevels
  2. Open the Levels window and drag the top level over the bottom
  3. Levels will not reorder (they did in 4.16 and prior)
