Description

Planar Reflection actor does not reflect the intensity change of the SkyLight.
In attached images, the Intensity of the SkyLight is set to 2. The darker area on the right is affected by the Planar Reflection actor.

This issue is present in 4.17.2 CL 3658906, 4.18.0 CL 3709383 and 4.19 Main.

Steps to Reproduce
  1. Create new blank project, no starter content
  2. In Project Settings under Rendering > Lighting, enable "Support global clip plane for Planar Reflections"
  3. Restart Editor
  4. Create new material with gray base color, 1 metallic, 0 roughness) and apply it to default floor
  5. Scale default floor to (10,10,1)
  6. Add a PostProcessVolume and set it to Unbound = yes
  7. In the PPV, set Screen Space Reflection Intensity to 0
  8. Delete any SphereReflectionCapture present in the level
  9. Set SkyLight to movable
  10. Add Planar Reflection actor on top of floor and turn off "Show Preview Pane" in Details panel
  11. Change SkyLight intensity to at least 2

Expected: SkyLight reflection in Planar Reflection changes intensity depending on the actual intensity of the SkyLight

Result: SkyLight reflection in Planar Reflection does not change intensity while SkyLight reflection in normal reflective material does
