Launching a packaged game will cause it to open on the leftmost monitor, ignoring your primary monitor

A licensee has reported that opening a packaged game in 4.18 and onward will cause the packaged game to appear on their left most monitor, rather than their primary monitor. This was not the case in 4.17.

Regression?: Yes
This did not occur in 4.17.2

1. Create a new project
2. Package it for Windows
3. Using a multi monitor set up, set any of your monitors other than your left most monitor to be your primary
4. Open the packaged game
   Result: The packaged game opens up on the left most monitor, ignoring the primary monitor that has been set
   Expected: The packaged game opens on the primary monitor
