Description

There is an issue when attempting to build lighting with a large lightmass importance volume when you build the lighting the editor freezes. This issue appears to be a regression

Versions tested:
4.17.2 - 3658906 - Issue does not occur
4.18.3 - 3832480 - Issue occurs
4.19P2- 3852583 - Issue occurs

Steps to Reproduce
  1. Create a new project ( no template or starter content needed)
  2. Create a new blank level
  3. Add a directional light and Skylight
  4. Add a lightmass importance volume and set the scale of X,Y,Z each to 10,000
  5. add a static mesh
  6. Build the lighting
    Result: The lighting does not build and the editor freezes
    Expected Result: The lighting build and the editor does not freeze
