UI appears to support EventDispatcher reordering, however reordering does not occur.
1. Create a new project (no template or starter content needed)
2. Create a new actor class blueprint
3. Add new EventDispatchers to blueprint
4. Click and drag one EventDispatcher above the other to reorder them
Tooltip "Reorder 'X' before 'Y'" shows but when you drop the item nothing appears to change
