4.19 high dpi menu issue.

In a 4K environment, enabling windows animations along with high DPI causes some jittering in the menus.

This issue is specific to 4K panels. Dragging the Editor window over to a 1080p panel with the same settings does not cause this issue.

1. Go into the Editor preferences and make sure High DPI is enabled.
2. Then enable windows animations from Editor Preferences as well.
3. Click on some of the menus at the top of the editor (File, edit, window, help)
4. Notice the drop down window jitters up and down.
