Components of Static Actors seem to be hidden in the Editor Details panel whenever IsEditorOnly is selected.
Result: The component is hidden in the Editor Details panel.
Expected: The component on the actor should still be viewable in the Editor Details panel.
Tested in 4.18.3, 4.19.1, and Main (CL-4002877)
