Show Flags are changed to the state that they were set on editor startup when switching to a different level

It appears that the state of Show Flags are stored in the editor on shut down, this is causing some confusing behavior when setting Show Flags and switching to different levels after restarting. 

It is hard to tell this is happening if the editor is closed while the Show Flags are all set to default values. Closing/Reopening with flags set to default is my reasoning behind "Expected Result 2" 

Steps to Reproduce
  1. Open any project in editor
  2. File > New Level > Default Level
  3. Click Show in the viewport > Disable Static Meshes
  4. Close the editor
  5. Reopen the project
  6. Click Show > Disable Fog (Alternatively, you can use Use Defaults, or any DIFFERENT combination of show flags from step 3)
  7. File > New Level > Default Level

Result: Display for static meshes is still disabled, but Fog is now enabled. Show Flags are reset to the same values as when the editor was closed/first reopened. 

Expected Result 1: All show flags should match the Show Flag combination set in step 6

Expected Result 2: All show flags should be set to default (as if using Show > Use Defaults) when switching to a different level.
