Multiplayer Shootout fails to package properly

Description

Attempting to package the Multiplayer Shootout example results in an error and the packaging attempt fails. The error can be found in the attached log.

Regression?: No
This occurred in 4.18 and 4.19

Steps to Reproduce
  1. Download and create a project of the Multiplayer Shootout example from the Launcher
  2. Attempt to package the project for Windows 64bit
    Result: The packaging attempt fails
    Expected: The packaging attempt succeeds
