Description

When using the Project Launcher to package a project, the Include Prerequisites setting is ignored. Attempting to add the -prereqs command to the arguments also does not include these, which is what is added to the command that is run when packaging through the File menu.

This occurred in 4.18

Steps to Reproduce
  1. Open a new project
  2. Open the project launcher
  3. Create a new launch profile using the + button
  4. Edit it to the following settings:
    Project: any
    Build: Checked, Development
    Cook: WindowsNoEditor
    Package: Package and store locally
    Archive: Unchecked
    Deploy: Do Not Deploy
  5. Run the launch profile
  6. Navigate to the project's Saved/StagedBuilds directory
    Result: The prerequisites are not included, despite the Include Prequisites option being enabled.
    Expected: The Prequisites are included.
