Logs containing UTF-8 characters don't appear in CMD/Terminal on Linux

If a log message contains UTF-8 characters like "ő" or any Russian one ("л") it won't be printed to cmd or terminal but it will be printed to the log file. This is a regression from 4.19.2 (CL-4033788).

This was reported and tested in 4.20.2 (CL-4302132). This was reproduced in 4.21 (CL-4344452)

1. With an existing or newly create project, open the project via CMD or the Terminal
2. In the project open the Output Log and move the Terminal/CMD window so that it is also in view
3. In the Output Log type in a UTF-8 Character and hit Enter

Results: The UTF-8 character is not printed in the Terminal/CMD window but it is in the Output Log

Expected: The UTF-8 character is printed in the Terminal/CMD window and in the Output Log
