Steps to Reproduce

[Link Removed][Link Removed]

  1. Run Build Graph by Command "D:\Workspace\UnrealEngine\Engine\Build\BatchFiles\RunUAT.bat" BuildGraph -Script="D:\Testspace\TestGame\Build\Build.xml" -Target="Build IPA iOS"
  2.  iPhonePackager compiled failed because the DotNETUtilities is loaded by AutomationTool.

but if use commandline instead of buildgraph , there is no problem.

"D:\Workspace\UnrealEngine\Engine\Build\BatchFiles\RunUAT.bat" BuildCookRun -TargetPlatform=IOS -project=D:\Testspace\TestGame\TestGame.uproject -ClientConfig=Development -UTF8Output -NoP4 -Prereqs -Build -NoCompileEditor -SkipBuildEditor -Pak -Cook -SkipCookingEditorContent -UnversionedCookedContent -CookPartialgc -Compressed -IterativeCooking -Stage -Package -Archive -ArchiveDirectory=D:\Testspace\TestGame\Binaries

the build.xml and log uploaded.
