Steps to Reproduce

  1. Run Build Graph by Command "D:\Workspace\UnrealEngine\Engine\Build\BatchFiles\RunUAT.bat" BuildGraph -Script="D:\Testspace\TestGame\Build\Build.xml" -Target="Build IPA iOS"
  2.  iPhonePackager compiled failed because the DotNETUtilities is loaded by AutomationTool.

but if use commandline instead of buildgraph , there is no problem.

the build.xml and log uploaded.
