Rate Scale does not appear to have an effect when using a blend space that blends an animation with two separate Rate scales.

Steps to Reproduce
  1. Open a Third person Template project
  2. Create a new Blend Space (based on UE4_Mannequin_Skeleton)
  3. Open the blend space
  4. Drag and drop ThirdPersonRun into the blend space( 0.0, 50.0) (See image for example)
  5. Set the Rate scale to 0.1
  6. Drag and drop ThirdPersonRun into the blend space( 100.0, 50.0) (See image for example)
  7. Set the Rate Scale to 10
  8. Drag and drop ThirdPersonJump_Loop into the blend space( 50.0, 75.0) (See image for example)
  9. Drag the preview diamond between the left and right instances of the ThirdPersonRun animation

Result: The rate of the animation does not appear to change
Expected: The rate of the animation would lerp as the preview diamond is dragged between the two run animations
