Description

The construction script for a custom actor blueprint does not execute after drag when the scene component is selected.

Tested in 4.21.2 (CL - 5660361), 4.22.1 (CL - 6063286), 4.23 (CL - 6248266)

Steps to Reproduce
  1. Open the Untitled map
  2. Select the NewBlueprint in the hierarchy
  3. Select its SceneComponent
  4. Drag it around in the scene

Expected: The print string should still execute after movement

Result: The construction script is ignored and not fired after the drag action has completed
