Project fails to package when given the name "Test" and Encrypt Pak ini Files is enabled

Error:
UATHelper: Packaging (Windows (64-bit)): ERROR: No target name was specified on the command-line.
PackagingResults: Error: No target name was specified on the command-line.

1. Create a new project
2. Give it the name "Test"
3. Enable "Encrypt Pak ini Files"
4. Click "Generate New Encryption Key"
5. Package the project for Windows 64 bit

Result: The Project will fail to build (error provided below)
Expected: The Editor would build correctly or would provide a better error message

Hot-reloadable files are expected to contain a hyphen (UE5.4 fom source code)
