GenerateVisibileRayTracingMeshCommands Severely Reduces Foliage Performance Even if no RayTracing is Used.

Found in 4.23 CL# 8386587 and 4.24 CL# 8748719

Steps to Reproduce
  1. Open attached project
  2. Check the post process volume to ensure no RT features are enabled
  3. Move around in the viewport
  4. Enable "Stat scenerendering"

GenerateVisibileRayTracingMeshCommands severely reduces scene performance even if no Ray Tracing features are enabled

GenerateVisibileRayTracingMeshCommands will affect performance only of Ray Tracing effects are used
