Description

The Attach track attachment rules seems to have no effect when selecting "Snap to Target" and playing the sequence.

This was reported and tested in 4.23 (CL-8386587). This was reproduced in 4.22.3 (CL-7053642) and Main 4.24 (CL-9314168)

Steps to Reproduce
  1. Open the UE4 Editor and create a new Third Person template project
  2. Drag and drop Content\Mannequin\Character\Mesh\SK_Mannequin in the scene
  3. Drag and drop Content\Geometry\Meshes\1M_Cube in the scene
  4. Add a new LevelSequence in your Content Folder and open it
  5. Drag and drop SK_Mannequin and 1M_Cube from map to LevelSequence window
  6. In LevelSequence Window add animation "ThirdPersonRun" to SK_Mannequin
  7. Add Attach Track to 1M_Cube, bind to SK_Mannequin on bone hand_r
  8. Play sequence, observe the cube moving with the hand but from it's current position, as intended
  9. Right click on attach track, properties, set Attachment Location rules to "snap to target"
  10. Play sequence,

Results: The sequence plays but the cube is not snapped to then hand of the mannequin

Expected: The cube is snapped to the hand of the mannequin
