Using at least one source of kinematic collision on a vehicle causes animations or movement to not function any longer. This issue persists on child bones and collisions as well. Users are unable to use animations with kinematic collision.

This was reported and tested in 4.23.1 (CL-9631420). This was reproduced in 4.22.3 (CL-7053642), 4.24 (CL-9889893), and Main 4.25 (CL-9892271)

Steps to Reproduce
  1. Open the UE4 Editor and create a Vehicle Template project
  2. Open Sedan_PhysicsAsset
  3. Change the Physics Type on any collision box to kinematic
  4. Play in Editor and try to drive or Simulate in PHAT and Ctrl+RightMouse to move the Sedan

Results: Simulation of physic asset is broken. It will not move and is stuck at its starting location.

Expected: Simulation of physic asset or movement works the same as other Physic Types
