Flickering is occuring when using a reflection material with screen space reflection enabled. Did not start occuring until 4.19 and beyond. 



Tested in: 4.23.1 CL#9631420, 4.24 P3 CL#10283392, 4.25CL#10387577

Steps to Reproduce
  1. Create blank project
  2. Place a plane in the scene make it size 80000*80000
  3. Create custom pawn make it 140000 height above the plane, in blueprint use keyboard to control it move left and right, let it look at the plane
  4. Create material with following settings: - Base Color <R 0.08, G 0.16, B 0.38> - Metallic <1> - Specular <0> - Roughness <0> - Opacity <0.8> - Blend Mode <Translucent> - Screen Space Refletion <Enable> - Lighting Mode <Surface TranslucencyVolume>
  5. Assign material to the plane A.

 Reproduction project is attached: Open project, press play, left click and hold then move mouse left and right
