Description

Instanced Foilage Actor painted on an Actor who is attached to a Parent Actor, does not update transform when Parent is moved.

Note:  The foliage will move if the base actor is moved directly, independent of it's attached parent, however it will not move if the parent is moved directly.

Steps to Reproduce
  1. Create a new Blueprint Project in UE 4.23
  2. From the Modes Panel->Basic Category-> Drag Two Cube Static Mesh Actors into the World.
  3. From the World Outliner, Attach Cube 2 to Cube 1.
  4. Paint foliage onto Cube 2 Actor.
  5. Move Cube 2 Actor, and notice that the foliage will move with the Actor. 
  6. Move Cube 1 Actor.

Results: The attached Cube 2 will move along with Cube2, but the foliage instanced static mesh will not move with it.

Expected: When an attached actor is moved, any foliage based on it moves with it (regardless of how the actor is moved).
