Console variables help button not providing html document or opening web page

Selecting the Console Variables help option or using 'help' does not lead to a webpage or provide a link. 

1. Open a project in 4.24
2. Navigate to then select Help > Console Variables OR use 'help' in console
3. Select the link from the pop up message or navigate to the directory where the html was stored

Result: There is no file located inside of the directory nor does a web page appear for the console variables.

Expected: The console variables page to be in the directory specified or for the web page to appear.
