When a "Scene Capture Component 2D" is in a scene it causes a big performance dip in VR. It was ~45 fps from a ~90 fps with the "Scene Capture Component 2D". This doesn't occur if you are running the scene in VR Preview.

1. Create a new VR project and enable forward shading.
2. Create an actor with a plane and a 2D Capture component.
3. Display the captured scene on the plane and place the actor in the level.
4. Play in standalone or packaged build.
Result: The framerate is luch lower if the 2D Capture Component is in the scene.
Expected: The framerate isn't significantly impacted by the Capture component.
