Download Image BP node no longer works with links to local files.

The Download Image BP node no longer works with links to local files with links such as "file:///C:/image.jpg" . This used to work, and confirmed working in 4.22, but is no longer the case.

• Create a BP and add it to the level.
• Add the DownloadImage node and connect it to Begin Play

• Enter the URL "file:///C:/image.jpg" and replace with a path to an actual image on your HDD.
• From the Fail output, add a debug Print String.
• Press Play. The node will fail. You can debug from success too but it won't fire.
• This used to work in 4.22 which was tested and confirmed to work. Didn't test in 4.23.
