Steps to Reproduce
  1. Create a landscape and sculpt bumpness on it
  2. Select one or two Very bumpping component and set it's LODbias greater than 0; you can set it to be 2 in this case
  3. See nothing happened, in editor viewport or in runtime, it's still rendering LOD0
  4. It's broken since 4.24, no problem in 4.23
