Android launch images change size while onscreen

This was reproduced both in Match 3 and a new BP project with a custom launch image.

Note that on Pixel 2 the BP project behaves a little differently than Match3. It displays in full size, then shrinks down. When it shrinks down, only a portion of the edge turns black. Whereas on the Galaxy S10 the entire edge of the screen turns black (screenshot attached of the Pixel 2 for both Match3 and the BP project).

Occurs on:
Galaxy S10 (SM-G973U1), v9.0
Pixel 2, v9.0

This issue does not occur in 4.24. It did not occur in 4.25 at CL 11847294 during the mobile compat pass.

1. Package a project for Android (I used Match3, ETC2)
2. Install and run on device

RESULT: When the launch image appears, it fills the entire screen for several ms, then it shrinks and there is a black border around it

EXPECTED: The launch image fills the device screen and does not change size
