Steam API is disabled when playing in Standalone Game

The Steam API is disabled when playing a Standalone Game that was started using the Play button.

I do not see this issue when running "UE4Editor.exe ShooterGame -game" from cmd.
I do not see this issue when running a packaged ShooterGame project.

1. Open Steam and log in
2. Open ShooterGame into UE4Editor
3. Open the Play drop down menu
4. Select Standalone Game
5. Press Shift + Tab

RESULT:
The Steam in-game overlay does not open
